Plaintiff attempted to comply, but was stopped by Defendant Inspector Lance, who also told him to leave the scene. When Plaintiff attempted to tell Lance that he was leaving, Lance struck his bicycle tire with his baton/asp, causing it to pop, and then struck Plaintiff with the baton/asp.
