Description: On April 9, 2013, at approximately 3:30 PM, Plaintiff Scharlene Flynn-Rodriguez was walking as a pedestrian with her 6-year-old granddaughter on the sidewalk in front of or near her residence at 1757 Bath Avenue in Brooklyn. Defendant Officers Cheng and Chow (in uniform) approached Plaintiff and demanded her ID. Cheng and Chow violently pushed and/or shoved Plaintiff's granddaughter out of the way. Defendants Chow and CHeng pushed plaintiff against the patrol vehicle. An officer violently pulled Plaintiff's hands behind her back and handcuffed her.
