Summary

On October 29, 2015, [redacted] stated that he was visiting his [redacted] house at [redacted], in Brooklyn. [redacted] is a two story private home, in front of the building is a four steps that lead to the front door. [redacted] dog ran out of his house and [redacted] exited the house to retrieve it. As he was doing so, an officer, determined by investigation to be Lt. Michael Doyle, along with PO Jody Schellenberg and Ins. Michael Lipetri, of the 75th Precinct, approached [redacted] and stated that he almost shot his dog and that he should keep the dog on a leash. [redacted] retrieved the dog, brought it inside, and then went back out to speak with Lt. Doyle.
Lt. Doyle allegedly asked [redacted] where he lived, and requested his ID (Allegation A). According to officers, Lt. Doyle also asked [redacted] either, "What's with the bag?" or "What's in the bag?" (referencing his backpack) (within Allegation A).
According to [redacted] he provided his identification and the officers conducted a warrant check. Eventually, the officers determined that [redacted] had an open warrant, for which he was placed under arrest. [redacted] was also charged with [redacted]
While [redacted] was being placed under arrest, he allegedly observed an unspecified officer frisking [redacted] (Allegation B). Another unspecified officer allegedly frisked and searched the bag of [redacted] (Allegations C and D).
