On July 20, 2019, at approximately 8:02 p.m., Sergeant [redacted] Ha [redacted], Police Officer Sean Keegan, and Police Officer [redacted] Re [redacted] of the 75th Precinct Anti-Crime team, stopped Mr. [redacted] who was smoking marijuana in front of [redacted] Lincoln Avenue in Brooklyn. PO Keegan allegedly frisked Mr. [redacted] (Allegation A: Abuse of Authority, unsubstantiated). PO Re [redacted] allegedly told Mr. [redacted] "Stop fucking resisting" (Allegation B: Discourtesy, unsubstantiated). PO Re [redacted] then allegedly punched Mr. [redacted] upper neck and Sgt. Ha [redacted] allegedly punched Mr. [redacted] jaw or lower cheek (Allegations C-D: Force, unsubstantiated). Mr. [redacted] began fighting back and threw several punches at the officers. Sgt.
