On September 7, 2019, at approximately 10:00 p.m., PO Nowaiz Rasool, PO Oscar Mancilla, and PO Joshua Navarro stopped [redacted]'s vehicle in the vicinity of Atkins Avenue and Belmont Avenue in Brooklyn (Allegations A-C: Abuse of Authority, [redacted]). There were three unidentified occupants in [redacted]'s vehicle at the time. During the vehicle stop, PO Mancilla spoke discourteously to an unidentified occupant (Allegation D: Discourtesy, [redacted]). PO Rasool pulled [redacted] out of the vehicle and PO Navarro punched him (Allegation E, Force: [redacted]). Officers handcuffed [redacted] and placed him inside a police van. While inside the police van, PO Navarro placed his body weight on top of [redacted] (Allegation F, Force: [redacted]).
The occupants were told to exit the vehicle and PO Solomito questioned one of the unidentified occupants (Allegation G: Abuse of Authority, [redacted]). Additional officers, including Captain Mark Vazquez (he has since been promoted to Deputy Inspector), Lt. Forrest Hirsch, Sgt. Michael Hansson, PO Matthew Dunne, and Sgt. Richard Elliot, of the 75th Precinct arrived at the location. Lt. Hirsch threatened to arrest [redacted] (Allegation H: Abuse of Authority, [redacted]). Lt. Hirsch spoke discourteously towards an unidentified individual (Allegation I: Discourtesy, [redacted]). Officers then transported [redacted] and an unidentified male to the 75th Precinct stationhouse. On the scene there was still a large group of individuals standing in front of a residence. Captain Vazquez and officers stood in front of the location and Captain Vazquez spoke discourteously towards unidentified individuals, (Allegation J, Discourtesy: [redacted]).
As PO Mancilla escorted [redacted] into the 75th Precinct stationhouse, PO Mancilla spoke discourteously towards him (Allegation K: Discourtesy, [redacted]). [redacted] was later released with a summons.
