On January 26, 2020, at approximately 3:45 a.m., in the vicinity of [redacted] East 29th Street in Brooklyn, Mr. [redacted] was driving home when PO Salvatore Rizzo, PO [redacted] and PO [redacted] of the Intel-Criminal Intel Section (Command 318) pulled him over (Allegation A, B, and C: Abuse of Authority – Vehicle stop, unsubstantiated). PO [redacted] and Lieutenant [redacted] of the 67th Precinct and Sgt. [redacted] of the Intelligence Section arrived in a separate vehicle soon after. PO Rizzo, PO [redacted] and PO [redacted] allegedly approached Mr. [redacted] with their guns pointed (Allegations D, E, and F: Force – Gun pointed, unsubstantiated). Officers instructed Mr. [redacted] to step out of the vehicle multiple times and he initially refused. PO Rizzo grabbed Mr. [redacted] and allegedly pulled or dragged him out of the vehicle (Allegation G: Force – Physical force, exonerated).
