Summary

On January 28, 2020, at 9:55 p.m., [redacted] and an unidentified passenger were parked next to a fire hydrant outside [redacted] in the Bronx. An unmarked police vehicle driven by PO Anthony Perlmutter and occupied by Sgt. Michael Bowman and PO Gregory Piro, all of the 44th Precinct, stopped near [redacted] vehicle (Allegation A: Abuse of Authority, [redacted]). The officers approached [redacted] vehicle and asked [redacted] and the unidentified victim to exit (Allegation B: Abuse of Authority, [redacted]). PO Perlmutter frisked and searched [redacted] (Allegation C: Abuse of Authority, [redacted]) (Allegation D: Abuse of Authority, [redacted]). Sgt. Bowman frisked the unidentified victim (Allegation E: Abuse of Authority, [redacted]). PO Perlmutter then searched [redacted] vehicle (Allegation F: Abuse of Authority, [redacted]). [redacted] stated that the armrest in his vehicle was damaged as a result of the search (Allegation G: Abuse of Authority, [redacted]).
