Summary

On May 29, 2020, at approximately 11:00 p.m., in the vicinity of 5th Avenue between Bergen Street and Saint Marks Place in Brooklyn, [redacted] and his two friends, [redacted] and [redacted] observed a Black Lives Matter protest occur from a rooftop. [redacted] attended the protest on his bicycle alone. [redacted] attended the protest with her boyfriend, [redacted] and similarly, [redacted] attended the protest with his girlfriend, [redacted] and [redacted] also attended the protest.
Lieutenant Eduardo Silva and Police Officers Arnold Rivas, Andrey Samusev, Krysta Cosenza, and Luis Melendez, all of the 78th Precinct, responded to calls for assistance at the location, as did Police Officers Adib Algahiti and Pedro Rodriguez of the 72nd Precinct. When Lieutenant Silva arrived, he pushed an unidentified protestor wearing a white t-shirt, dark pants, and backpack twice (Allegations A and B: Force, [redacted]). Lieutenant Silva proceeded to push three other unidentified protestors (Allegations C-E: Force, [redacted]). Lieutenant Silva then pushed an unidentified male protestor to the ground (Allegation F: Force, [redacted]). Lieutenant Silva allegedly struck another unidentified protestor with an asp (Allegation G: Force, [redacted]). Lieutenant William Meyer of the 72nd Precinct authorized the use of force against individuals (Allegation L: Force, [redacted]).
