Summary

On May 23, 2020, at approximately 11:08 P.M., Lt. Favio Quizhpi, PO Volodymyr Burdeynyy, and PO John Espinal, all assigned to PSA 2, were patrolling the vicinity of 391 Georgia Avenue in Brooklyn, when they saw [redacted] holding an open container of beer. The officers chased [redacted] and stopped him in front of the building, where all three officers used physical force to take him to the ground (Allegations A, B, and C, Force: [redacted]). During the takedown, PO Burdeynyy and PO Espinal slapped [redacted] (Allegations D and E, Force: [redacted]). After handcuffing [redacted], PO Burdeynyy pushed [redacted] and [redacted] (Allegations F and G, Force: [redacted]) and punched [redacted] (Allegations H, Force: [redacted]).
