Summary

On June 2, 2020, [redacted] attended a Black Lives Matter protest at the West Side Highway in Manhattan. A Citywide curfew was in effect beginning at 8 p.m. At approximately 8:15 p.m., at West Street and Morris Street, officers advanced en masse and attempted to disperse the large group of protestors. Officers allegedly struck unidentified protestors with batons (Allegation A: Force, [redacted] As [redacted] held his skateboard, Detective Anthony Fernandez, assigned to Vice Enforcement Division Zone 2, struck [redacted] left hand with his baton, which fractured a bone in [redacted] hand (Allegation B: Force, [redacted] [redacted] ran away and was taken to the ground by Det.
