Summary

On September 29, 2019, at approximately 12:30 a.m., Police Officer Robert Wichers, Police Officer Brian Mahon and Police Officer Brian Mulkeen, of the Patrol Borough Bronx Anti-Crime Unit, were patrolling in the vicinity of 1128 East 229th Street (Edenwald Houses) in the Bronx. The officers approached [redacted] and [redacted] but [redacted] fled on foot. PO Wichers and PO Mulkeen pursued [redacted] (Allegation A: Abuse of Authority, [redacted]). PO Mahon stopped [redacted] and frisked him (Allegations B and C: Abuse of Authority, [redacted]). PO Wichers, PO Mulkeen and [redacted] then engaged in a struggle. PO Wichers threw multiple punches at [redacted] (Allegation D: Force, [redacted]). Police Officer Keith Figueroa, Detective Daniel Beddows and Sergeant Jason Valentino, also of the Patrol Borough Bronx Anti-Crime Unit, responded to the incident location. PO Wichers, PO Figueroa, Sgt. Valentino, PO Mahon, and Det.
