Summary

On May 18, 2021, at approximately 9:45 p.m., at the northwest corner of Avenue H and East 48th Street in Brooklyn, Sergeant Paul Mallilo and Police Officer Randi Knepper, both of the 63rd Precinct, stopped [redacted] vehicle for a traffic violation. PO Knepper handcuffed [redacted] and when he told her that the handcuffs were on too tight, she allegedly tightened them further (Allegation A: Force, [redacted]). PO Knepper and Sgt. Mallilo then allegedly pushed [redacted] causing him to fall onto the ground (Allegations B and C: Force, [redacted]). Sgt. Mallilo then allegedly placed his knee onto [redacted] back (Allegation D: Force, [redacted]).
[redacted] allegedly took the keys to [redacted] vehicle. Sgt. Leite approached [redacted] and in doing so, pushed [redacted] out of the way (Allegation E: Force, [redacted]). Sgt. Mallilo, Police Officer Sergio Martins, Police Officer Ali Alomaisi, and Sergeant Gary Leite, all of the 63rd Precinct, took [redacted] to the ground (Allegations F-I: Force, [redacted]).
