Summary

On July 31, 2021, at approximately 2:53 a.m., Sergeant John Zorrilla of Transit Bureau District 4 stopped [redacted] for entering the Delancey-Essex Streets subway station in Manhattan without paying her fare. [redacted] refused to give her ID to Sergeant Zorrilla. Sergeant Zorrilla grabbed [redacted] arm, and [redacted] attempted to pull away. Sergeant Zorrilla then pulled [redacted] leg out from underneath her, causing her to fall backwards (Allegation A - Force: Physical Force, [redacted]). [redacted] was handcuffed, and she argued with the officers and continued to refuse to provide her ID. Sergeant Zorrilla and Police Officer Jonathan Rivera of Transit Bureau District 4 told [redacted] numerous times that she could be taken to the stationhouse (Allegations B and C - Abuse of Authority: Threat of Arrest, [redacted]). Sergeant Zorrilla searched through [redacted] purse and retrieved her ID while she was still handcuffed (Allegation D - Abuse of Authority: Search of Person, [redacted]).
