Summary

On April 15, 2022, at approximately 8:40p.m., at the intersection of Nostrand Avenue and Lexington Avenue in Brooklyn, PO Hinolito Inoa and PO Aaron Husbands from the 79th Precinct stopped a vehicle in which [redacted], [redacted], [redacted], and [redacted] were occupants due to a violation of the NYS Vehicle and Traffic Law. Sgt. Alex Ramos, PO Mohammed Abdelfattah, and PO Pascual Melo from PSA3 arrived on scene as backup upon observing the stop. PO Inoa instructed the occupants to exit the vehicle. Upon exiting, PO Inoa frisked and searched [redacted] (Allegations A and B: Abuse of Authority, [redacted]). PO Inoa frisked [redacted] and entered his pocket to remove a knife (Allegation C: Abuse of Authority, [redacted]). Allegation D: Abuse of Authority, [redacted]). PO Husbands questioned and frisked [redacted] (Allegations E and F: Abuse of Authority, [redacted]). PO Husbands frisked and searched [redacted]'s pocket (Allegation G-H: Abuse of Authority, [redacted]). PO Inoa searched [redacted]'s vehicle and trunk (Allegation I: Abuse of Authority, [redacted]). The occupants were allowed back into the vehicle while PO Inoa searched the trunk of the vehicle. After the search of the vehicle and trunk, officers were unable to close the trunk. PO Abdelfattah used a knife and damaged the trunk of [redacted]'s vehicle (Allegation J: Abuse of Authority, [redacted]). Sgt. Ramos approached an unidentified individual on the street and threatened to arrest him (Allegation K: Abuse of Authority, [redacted]). [redacted] asked PO Abdelfattah for his shield number, who did not provide it and instead provided a fake number (Allegation L: Abuse of Authority, [redacted]).
