One of the defendants ordered all occupants to exit the vehicle. Description: On January 25, 2020, plaintiffs were walking down the street when an unmarked car drove up to them. A number of undercover officers got out of the car and approached plaintiffs. One of the officers seized Plaintiff 1, held him on a car, and searched him. The search turned up nothing illegal, but the officer nonetheless handcuffed Plaintiff 1. When Plaintiff 1 asked why he was being arrested, the officer stated, "I don't know. We'll find out at the station."
