On October 24, 2019, at approximately 3:00 p.m., in the vicinity of Leonard and Ten Eyck Streets in Brooklyn, Sergeant Gregg Minardi of the 90th Precinct spoke discourteously to [redacted] (Allegation A: Discourtesy, [redacted]). Sgt. Minardi stopped [redacted] and [redacted] in the vicinity of Leonard and Stagg Streets in Brooklyn (Allegations B and C: Abuse of Authority, [redacted]) and threatened to arrest them (Allegations D and E: Abuse of Authority, [redacted]). Police Officer Tyler Howe of the 90th Precinct used physical force against [redacted] (Allegation F: Force, [redacted]) and spoke discourteously to him (Allegation G: Discourtesy, [redacted]). PO Howe spoke discourteously to [redacted] (Allegation H: Discourtesy, [redacted]) and used physical force against him (Allegation I: Force, [redacted]).
