Description: On December 2, 2022, at approximately 8:00pm, Plaintiff CARLOS NANEZ was in the vicinity of West 33rd Street and 6th Avenue, New York, NY when he called the police to report that a bicyclist had "punched" and damaged his car. When Defendant NYPD officer ALBERT BELCHER, assisted by ten other unidentified officers arrived, BELCHER accused Plaintiff himself of committing an assault and arrested Plaintiff.
