Description: On February 19, 2012, in the lobby of 545 W. 126th St, NY, NY, plaintiff was touched, grabbed, seized, handcuffed, arrested, incarcerated and charged with Criminal Possession of a Controlled Substance, by defendants. Defendant Alcea reported witnessing plaintiff exchange crack cocaine with another man for money in the lobby of the Manhattanville Housing projects. Plaintiff remained incarcerated until his bail was posted on February 22nd, 2012. Surveillance video taken by the NYC Housing Department the day of the arrests showed plaintiff never came in contact with the other man in the lobby, and did not sell crack to anyone.
