On July 4, 2018, at approximately 9:45pm, PO Mario Bueno, PO Thomas Owens, PO Sean Needham, PO Sohaib Rasool, Lt. William Diab, Sgt. Juanita Castillo, Sgt. Joseph Naranjo, PO Mariangela Graffagnino, PO Sashawn Clarke, PO Steven Caraballo, and PO Jennifer Proctor- all of the 71st Precinct- responded to [redacted] in Brooklyn, due to a call for backup due to crowd control at the location. PO Bueno approached [redacted] and after a brief verbal exchange attempted to place him under arrest (Allegation A, Abuse of Authority, [redacted]). A physical struggle ensued, in which PO Bueno and PO Owens allegedly threw [redacted] on the front hood of a parked vehicle and then took him down to the ground (Allegations B and C; Force, [redacted]). PO Needham instructed individuals at the location to disperse from the area, and when he saw [redacted] approached her and allegedly shoved her twice on her shoulder area (Allegation D; Force, [redacted]). Lt. Diab then approached [redacted] who was standing near a lit flaming BBQ grill and allegedly asked her, "Is this yours, is this your shit" (Allegation E; Discourtesy, [redacted]). An unidentified officer allegedly told [redacted] "Clean this shit up, clean this shit up", and another unidentified officer allegedly told [redacted] "Well if you put the fucking phone down, and stop fucking recording, you can clean this fucking shit up" (Allegation F; Discourtesy, [redacted]).
