At approximately 7:07 p.m. on February 28, 2020, several students from the [redacted] including [redacted] and sisters [redacted] and [redacted] traveled to a McDonald's restaurant located at [redacted] in the Bronx. When some of the students started roughhousing, several bystanders called 911 to report the disturbance. Numerous officers, including units from the 40th Precinct, the 42nd Precinct, the 44th Precinct, responded to the restaurant and started to disperse the students. While doing so, Police Officer Vladimir Julien of the 44th Precinct allegedly told [redacted] "Suck my dick" (Allegation A: Discourtesy – Word, [redacted]). Sergeant Chacko threatened to arrest several individuals if they did not leave the area (Allegation B: Abuse of Authority – Threat of arrest, [redacted]).
Police Officer Julien and Sergeant Tony Chacko of the 44th Precinct pushed [redacted] against the side of the building and arrested her (Allegations C and D: Force – Physical force, [redacted]). Police Officer Vincent Dempsey of the 44th Precinct allegedly pushed [redacted] (Allegations E: Force – Physical force, [redacted]). He then pushed [redacted] to the ground and arrested her (Allegation F: Force – Physical force, [redacted]).
