On May 14, 2020, at approximately 1:55am, in front of [redacted] in Manhattan, Police Officer Gerardo Urbaez and Police Officer Steven Moran, of Patrol Borough Manhattan North Specialized Units, approached [redacted] and PO Moran asked him, "where's the gun at?" (Allegation A: Abuse of Authority - [redacted] PO Urbaez and PO Moran then stopped [redacted] (Allegations B and C: Abuse of Authority - [redacted] A physical struggle resulted during which PO Moran knocked [redacted] to the ground, causing him to hit his head on the pavement (Allegation D: Force - [redacted] PO Moran placed his knee on [redacted] neck, and PO Urbaez kneed [redacted] in the ribs (Allegations E and F: Force – [redacted] and both actions restricted [redacted] breathing (Allegations G and H: Force-[redacted] PO Moran pushed [redacted] arm up towards his shoulder, causing him pain (Allegation I: Force-[redacted] An officer whom [redacted] could not see, bent [redacted] finger backwards (Allegation J: Force - [redacted]).
