Summary

At approximately 2:00 AM on November 26, 2022, officers assigned to the 71st Precinct responded to multiple 911 calls at [redacted] in Brooklyn. In the first call, an unidentified 911 caller reported [redacted] knocking on neighbors' doors and threatening them. In a second call, [redacted] reported that [redacted] his neighbor, threatened him. Upon arrival at [redacted] in Brooklyn, officers learned from building security that [redacted] had allegedly threatened [redacted] with a knife. Officers then interviewed [redacted] who alleged that [redacted] had threatened him with a knife. When officers encountered [redacted] on a fifth-floor stairwell landing, [redacted] was bleeding from the face following a physical altercation with [redacted]. The officers then arrested [redacted] for menacing [redacted] with a knife.
During [redacted] arrest, PO Morgan Taylor of the 71st Precinct allegedly pushed [redacted] against a wall before placing him in handcuffs (Allegation A: Force, [redacted]). PO Taylor and PO Victoria Figueroa of the 71st Precinct then escorted [redacted] downstairs in an elevator, where PO Taylor allegedly tightened [redacted] handcuffs (Allegation B: Force, [redacted]). As the officers escorted [redacted] his shorts fell down and remained down for several seconds in the building's vestibule, exposing his genitals (Allegations C and D: Abuse of Authority, [redacted]). [redacted] was then transported to the 71st Precinct stationhouse for arrest processing.
As noted, [redacted] was arrested for Menacing in the second degree and Criminal Possession of a Weapon in the fourth degree. [redacted] was not arrested. The CCRB sent a spin-off complaint to IAB under case [redacted] to address officers' apparent failure to investigate [redacted] physical injuries. Read report for details.
