On October 9, 2019, at approximately 6:40 p.m., [redacted] was at Wyatt Street and Devoe Avenue in the Bronx when Sgt. Ayotunde Adeniyi, PO Saquoi Harris, PO Sandra Martinez, and PO Miguel Donovan of the 48th Precinct stopped him by grabbing his arms and frisked his person (Allegations A and B: Abuse of Authority, [redacted] alleged that PO Donovan allegedly reached into his pockets (Allegation C: Abuse of Authority, [redacted] Lt.
