On March 17, 2020, at approximately 8:40 p.m., Sergeant Fredrick Manney, and Police Officers Mohamed Elhanafi and Antonio Zorrilla, all from the 79th Precinct, arrested [redacted] in the vicinity of Marcy Avenue and Kings Place in Brooklyn. PO Zorrilla interfered with [redacted]'s use of a recording device (Allegation A: Abuse of Authority, [redacted]). Officers used physical force against [redacted] (Allegation B: Force, [redacted]). Sgt. Manney spoke discourteously towards [redacted] (Allegation C: Discourtesy, [redacted]). Sgt.
